What your looking at
Right now your looking at a web page, your browser is receiving a mess load of data from CSS & HTML that makes up this website. HTML is basically the language your web browser goes and says Oh so that is how the website will be structured. And CSS is the language that your web browser says, So that's how the website will be designed and look. Sometimes it receives other languages like JavaScript, PHP, and other things. But I wouldn't go into those yet until you have mastered HTML and CSS.
How it was created
Most small websites are often written with just HTML and CSS. Larger websites like Wikipedia and Google are updated constantly and often use a Content Management System (CMS). Websites that allow you to blog like eBlog often use more complex tools and technologies. But all of the tools and systems used are just used to create HTML and CSS. Like If I like this button it inserts a HTML text that says Hello. Well basically its saying When I hit this button, insert this script. So if sometime you decide you want to use one of these tools, you will be able to use your HTML and CSS knowledge to take more control over how your website will look.
Larger more complex websites like the ones I named above may use a database to store data and programming languages such as JavaScript, PHP, ASP.Net, and other more advanced programs. These are not necessary to creating your website but they will help. The skills you learn here for HTML and CSS pretty much will be enough to help you on that path.
